Федеральная программа финансовой помощи, учрежденная по Закону о социальном страховании 1935 [Social Security Act]. С 1974 финансируется федеральным правительством и может дополнительно финансироваться штатами. Примерно треть незрячих американцев - около 2 млн. человек - получают помощь по этой программе
